Civil Contingencies (previously known as Emergency Planning) is a local authority service, which cuts across all of the services and departments of Durham County Council and Darlington Borough Council, and ensures that in the case of an emergency the resources of the local authority can be used to support and co-ordinate:- the emergency services, the utilities, the voluntary organisations and other category 1 responders to mitigate the effects on the public and the environment.
