The Local Government Re-organisation process currently underway in County Durham provides a timely opportunity for Durham County Council, Darlington Borough Council and the Local Resilience Forum (LRF) to further build upon, and transform, existing civil contingencies arrangements in order to not only meet a rapidly expanding civil contingencies portfolio but to also establish a flagship CCU which is considered to be a local, regional and national centre of best practice and excellence.
